Usually moisture in the socket or plug, a fault in the car's onboard charger, or a failing component in the unit. Testing tells them apart quickly. Try a different cable first if you have one, since a damaged lead is a common and cheap cause.
We can test and diagnose any make. Whether it can be repaired depends on whether the manufacturer still supplies parts. Some brands sell replacement boards and contactors, others treat the unit as sealed. We will tell you which yours is before doing any work.
Cars slow charging down as the battery fills or when it is cold, so that may be normal. If it is slow from the start, the unit may have dropped to a lower current setting, or a connection may be overheating and derating. Worth testing either way.
